USA Health welcomes new vascular surgeon
MOBILE, Alabama (April 14, 2026) — USA Health is expanding its vascular surgery services with the addition of Justin D. Manley, M.D., FACS, a board-certified vascular surgeon who brings experience in academic medicine and the U.S. military, where he led surgical teams in support of Special Operations Forces.
While Manley will practice the full spectrum of vascular surgery, his primary focus will be complex limb salvage, particularly for patients with chronic limb-threatening ischemia (CLTI) and advanced peripheral arterial disease (PAD). “These are often patients who have been told amputation is inevitable or who have exhausted other options,” he said.
Advances in technology now allow surgeons to use minimally invasive techniques inside blood vessels to treat patients with those conditions, he said. “My goal is to apply endovascular techniques thoughtfully and strategically, focusing not just on opening arteries, but on building durable limb salvage pathways,” he said.
Manley advocates for a system-based approach to amputation prevention, one that integrates vascular surgery with wound care, podiatry, primary care and rehabilitation so that patients are identified and treated earlier in the disease process.
“What excites me most is the expanding ability to treat severe limb-threatening disease in ways that were not possible even a decade ago,” he said. “As technology improves, outcomes improve, and that translates directly into fewer amputations and better long-term quality of life for our patients.”
Manley earned his medical degree from the University of Mississippi School of Medicine in Jackson and completed a general surgery residency and vascular surgery fellowship at the University of Mississippi Medical Center, where he also worked as a staff vascular surgeon. He is board certified in both general surgery and vascular surgery.
“I was drawn to surgery because I enjoy working with my hands and seeing the direct results of my efforts,” he said. “Vascular surgery appealed to me because it embraces technology. The specialty continually evolves, blending open surgical skill with innovative endovascular tools.”
As a surgeon in the U.S. Air Force, Manley received a Bronze Star for his actions overseas and served as director of Special Operations Surgical Teams for the 720th Operations Support Squadron and group surgeon general for the 720th Special Tactics Group.
In the military, he organized and equipped Special Operations Surgical Teams for global missions, contributing to his teams being named the MVP of Operation Inherent Resolve. He also served in Operation Enduring Freedom.
During this time, Manley pioneered the first several case uses of resuscitative endovascular balloon occlusion of the aorta, known as REBOA. REBOA is a way to temporarily control severe internal bleeding without making a large incision. For this procedure, a surgeon places a small tube through an artery in the groin and guides a tiny balloon into the body’s main artery. When the balloon is inflated, it slows or stops blood flow to the area that is bleeding and redirects blood to the heart and brain.
“These experiences shaped how I approach vascular surgery today,” he said. “I carry forward the emphasis on decisive action, meticulous planning, technological innovation, and deeply integrated team-based care. Whether in combat or in a civilian hospital, the mission is the same: deliver the highest level of care possible when it matters most.”
