A trailblazer, decorated veteran, accomplished business leader and dedicated public servant, Major General J. Gary Cooper’s remarkable life and career embodied the very essence of leadership and service. His legacy continues to inspire generations in Mobile and beyond.

A native of Mobile and a graduate of the University of Notre Dame, Cooper made history in the United States Marine Corps as the first Black officer to lead an infantry company into combat during the Vietnam War. His extraordinary courage and leadership on the battlefield earned him some of the nation’s highest military honors, including the Bronze Star, two Purple Hearts, the Distinguished Service Medal and the Vietnamese Cross of Gallantry three times. Rising through the ranks, he went on to serve as Commanding General at Camp Lejeune and as Director of Personnel at Marine Corps Headquarters.

After an illustrious military career, Cooper continued to lead with purpose in both business and government. He served as Vice President and Senior Vice President of Volkert & Associates, U.S. Ambassador to Jamaica and Assistant Secretary of the Air Force under President George H.W. Bush. He also played a pivotal role in advancing economic opportunity as chairman of Commonwealth National Bank and CNB Bancorp, Inc., Alabama’s first minority-owned national bank.

Throughout every chapter of his life, Cooper demonstrated an unwavering commitment to service, to his country, his community and future generations of leaders.

His legacy is one of courage, integrity and impact, and the Soaring Eagle Legacy Award honors a lifetime dedicated to breaking barriers, building opportunity and shaping a stronger, more equitable future.
