Downtown Mobile Alliance Names Ellis G. Foster Jr. as Economic Development Director

Mobile, Ala. (January 20, 2026) — The Downtown Mobile Alliance has named Ellis G. Foster Jr. as its new Economic Development Director to continue advancing investment, development, job creation and long-term growth in Downtown Mobile. Foster officially began his role on January 5, 2026.

Foster brings a background in economic development strategy, urban planning, real estate brokerage and development, along with experience working across government agencies, private industry and community stakeholders. Foster’s work has focused on helping complex projects move forward by aligning data, policy considerations and on-the-ground execution.

“Successful economic development does not happen in silos – it happens when policy, people and place work together,” said Fred Rendfrey, president and CEO of the Downtown Mobile Alliance. “Ellis’ experience, relationships and deep knowledge of Mobile’s economic ecosystem reflect that collaborative approach and position him to help move downtown forward in a meaningful and measurable way.”

In his new role with the Downtown Mobile Alliance, Foster will focus on strengthening public-private partnerships, supporting real estate development, engaging investors and property owners, and aligning economic development strategies with the long-term vision for Downtown Mobile.

A Mobile native and graduate of Alabama A&M University with a degree in Urban and Regional Planning and Construction Management, Foster has spent more than a decade working across public service, real estate and community leadership roles. In addition to his federal and campaign experience, he has been an active real estate agent and owner of ELUXE Realty and currently serves in several key leadership roles for the Mobile Chamber of Commerce, Mobile Industrial Development Board, Southern Rail Commission and Mobile Association of Realtors.
