Sain Awarded Excellence in Construction from ABC Alabama

Sain is proud to receive an Excellence in Construction Award from the Associated Builders and Contractors of Alabama Chapter for our work on the North Jacksonville Veterans Affairs (VA) Outpatient Clinic and Domiciliary at 145 Heron Bay Road. The nearly 185,500-squarefoot clinic and 29,000-squarefoot residential treatment domiciliary provides primary care, radiology, optometry, audiology, pathology, substance abuse treatment, prosthetics, physical treatment, and mental health services all under one roof. The 30-bed domiciliary is used for rehabilitation and treatment for veterans.

Our team provided civil design, roadway, and infrastructure services for the $65 million project, and we partnered with Meyer Najem, U.S. Federal Properties, and Hoefer Welker. This prestigious honor celebrates the innovative approach, commitment to quality, and collaborative spirit that defined this complex design-build project. The project’s success reflects the collective expertise of our dedicated teams, and we are proud to share this recognition with all who contributed.

Key to the project’s success was our rigorous quality control process, which involved internal and external reviews and cross-team collaboration in Birmingham, Huntsville and Pulaski, TN.  This approach allowed us to address design challenges early, laying a strong foundation for the project.

Our innovative scheduling approach also played a key role in the project’s success. By dividing the work into separate packages, we enabled the landowner’s sitework company to complete mass grading independently.  This advanced the project timeline significantly, allowing for soil consolidation before the rainy season. Thus, the general contractor was able to work efficiently, ultimately completing the Jacksonville VA Clinic ahead of schedule.

This award also acknowledges our ability to overcome significant challenges. Working within a site bordered by wetlands, we balanced environmental stewardship and meeting strict requirements from the Veteran Affairs Administration. Creative solutions like segmental retaining walls and relocating stormwater management areas highlighted our commitment to sustainable, functional designs.
